Buying biscuits and bakery in Bangladesh

Biscuit and bakery plants around Dhaka, Gazipur, Narayanganj and Chattogram make sweet and cream biscuits, crackers, wafers, toast, rusk and packaged cakes for shops at home and for importers, often under the importer's own label. Choosing a biscuit manufacturer in Bangladesh means matching the line to your product, since a rotary moulder, a cracker sheeting line and a wafer plant are different machines, and planning for the heat that softens cream fillings in a container.

Roptan sources for you. Send the specification or a sample; we match it to verified plants with the right line, check the recipe, fat and allergen controls, shelf-life evidence and lab tests, approve a pre-production sample and inspect the bulk before loading. You deal with Roptan only, and the quote lists the tests included.

Biscuits and bakery we source

Sweet biscuits

Hard or short dough biscuits, rotary moulded or cut, such as glucose, Marie, milk, coconut and digestive-style types. They keep for months in sound packing. Specify weight per piece, pieces per pack, fat type, sugar and breakage limits.

Cream biscuits

Two shells with a flavoured cream filling. Specify shell to cream ratio, flavour and the filling fat's melting point: in a hot container a low-melting cream softens and oils out, so fillings for hot routes use a firmer fat.

Toast and rusk

Bread baked, sliced and baked again until dry and crisp, plain or flavoured with cardamom or ghee. Low moisture gives a long shelf life, but rusk breaks in transit, so specify pack strength and the breakage you accept.

Cakes

Packaged sponge, cup and layer cakes, usually wrapped one by one. They hold more water than biscuits, so shelf life is shorter: ask how it is reached, by water activity, preservatives or modified atmosphere packing, and check the additives against your market's rules.

Crackers

Thin, crisp, low-sugar biscuits from laminated or fermented dough, often salted or cheese flavoured. Specify salt and fat per 100 g for labelling, layering and breakage, and ask for acrylamide results, since it forms in browned dough.

Wafers

Thin baked wafer sheets layered with cream, sold as sticks, blocks or coated bars. Wafers take up moisture fast in humid air and turn soft, so film barrier and seal matter as much as the recipe.

How to brief a biscuit manufacturer in Bangladesh

Recipe and sample
A reference sample or recipe with fat type, sugar, salt and flavour, signed off as a pre-production sample in the final pack. Recipe changes need your written approval.
Weight and count
Net weight per pack, pieces per pack and tolerance, packs per carton and cartons per container, so every seller prices the same thing.
Moisture and water activity
Moisture for biscuits, water activity for cakes and fillings. They decide crispness and mould-free shelf life in humid weather.
Fat and heat
Fat type, RSPO certified palm oil if your retailer asks, slip melting point and trans fat per 100 g of fat, and how fillings behave in a container that can pass 40 °C.
Allergens and label
Wheat (gluten), milk, egg, soya, nuts and sesame, with a cross-contact assessment for shared lines, and ingredients, nutrition and dates in your language.
Packaging barrier
Film type and moisture barrier, seal strength, nitrogen flushing if used, and carton strength for stacking. Private label film is printed in runs, which sets the minimum per product.
Shelf life and terms
Shelf life backed by storage tests at your market's temperature and the share left on arrival, often two thirds; FOB Chattogram or CFR; letter of credit or deposit terms.

Standards, tests and certificates for biscuits

HACCP, ISO 22000, FSSC 22000 or BRCGS
Ask for the certificate with the plant's name and a scope covering biscuits or cakes. Retail buyers often require FSSC 22000 or BRCGS in particular.
Regulation (EU) 2017/2158
Sets acrylamide mitigation measures and benchmark levels for foods sold in the EU, including biscuits, crackers and wafers.
Regulation (EU) No 1169/2011
EU food information rules: ingredient list, the 14 allergens, nutrition declaration and net quantity. Other markets have their own label rules.
ISO 2859-1
Attribute sampling for inspecting packs for seal, print, weight and breakage defects, at the AQL written into your order.
BSTI mark and halal
Biscuits sold in Bangladesh need the BSTI mark where they are on the mandatory list; halal certification from the Islamic Foundation Bangladesh where buyers need it.

What moves the price of biscuits

  • Recipe: butter, milk, cocoa, nuts and cream fillings cost more than sugar, flour and vegetable fat.
  • Fat choice: higher-melting, low trans fat fillings and recipes without palm or hydrogenated fat cost more.
  • Packaging: metallised film, trays, tins and gift packs raise the cost per kilogram.
  • Run size: small private label runs carry set-up and printing cylinder costs.
  • Freight and terms: light, bulky lines fill a container by space; Incoterm, payment terms and exchange rate.

Lead times and delivery

Standard products in the seller's own packs can often ship two to four weeks from order; private label usually takes six to ten weeks, because recipe approval, printed film and a pre-production sample come first. Lines are busier before Ramadan and the Eids, so book earlier for those months; cream and chocolate lines may wait for cooler months. Roptan confirms the dates in the quote.

Inside Bangladesh we deliver to distributors, supermarkets, offices, hotels and caterers in Dhaka, Chattogram and Gazipur, by the carton or the truckload, with batch codes and dates on each carton, test reports where ordered and a VAT invoice (Mushak 6.3). Crushed or short-dated stock found on arrival is taken up with the seller. Store cartons dry, off the floor and away from heat.

Buying biscuits and bakery for export

For importers we quote FOB Chattogram (Chittagong), or CFR or CIF to your port, usually in 40-foot high cube containers, since biscuits fill space before weight. Documents: commercial invoice, packing list, bill of lading, certificate of origin or a REX origin statement for EU GSP, a health or free sale certificate where your market asks, halal certificate and lab reports for the batch. Payment is usually by letter of credit, or a deposit with the balance against documents.

What we check for this order

  • Plant certificates and ERCHACCP, ISO 22000, FSSC 22000 or BRCGS, and halal, checked for scope and expiry against the lines that bake your products; the seller's ERC current.
  • Artwork and labelIngredients, allergens, weights and date marking checked against your market's rules and your brief before film is printed.
  • Lab reports per batchMoisture, microbiology, allergens and acrylamide where relevant, tested by an accredited lab before shipment.
  • A visit, then the sample against referenceMixing, baking, metal detection, packing and storage seen in person; the production sample checked against the approved reference before bulk.

Questions buyers ask

Can you make biscuits under my own brand?

Yes, through plants that do private label. Send the recipe or a sample, pack sizes and artwork. The plant makes trial batches, you sign off a pre-production sample, and we hold the bulk to it. Printed wrapper film is made in runs, so it often sets the minimum per design.

Will cream biscuits survive a hot container?

They can, if the filling fat has a high enough melting point. A low-melting cream softens, oils out and sticks to the pack in a container that can pass 40 °C in summer. Specify the slip melting point of the filling fat, or ship in a reefer; we check a sample held warm before shipment.

How long do biscuits and cakes keep?

Dry biscuits, crackers and rusks usually keep six to twelve months in sealed packs; packaged cakes keep less, and cream, wafer and chocolate lines suffer more in heat. Ask for storage test data at your market's temperature, and agree the share of shelf life left on arrival in the contract.

How do you control allergens on shared lines?

By asking the plant for its allergen map, cleaning checks between runs and label controls. Where milk, egg, nuts or sesame run on the same line, precautionary labelling may be needed. We review the controls on our visit and check each label against the recipe.

How many cartons fit in a container?

It depends on carton size, not weight. Biscuits are light, so a container fills by space long before its weight limit, and a high cube carries more. Ask the seller for a loading plan with cartons per item, so you can mix lines and still fill the container.

How soon will I hear back about biscuits and bakery?

Within 48 hours of a complete requirement, with a price and a delivery date. A requirement is complete when it has the quantity, where it is needed and by when.
