Skin creams and lotions

Oil-in-water or water-in-oil emulsions for face, hand and body; creams are thicker, lotions thinner. Specify claims, key ingredients, viscosity, pH, preservative system, pack and fill weight, and stability at raised temperature, because heat separates weak emulsions.

Hair oil

Pure coconut oil, or blends of mineral and vegetable oils with fragrance. Specify free fatty acid and peroxide value against rancidity. Coconut oil sets solid below about 24 °C, so cool markets need a wide-neck bottle or a blend.

Shampoo

Cleansers based on SLES, betaines or milder sulphate-free surfactants, with conditioning agents. Specify active matter, pH, viscosity, preservative, any 1,4-dioxane limit, and bottle or sachet; sachets need their own filling line.

Perfume and attar

Perfume is fragrance dissolved in alcohol and sprayed; attar is concentrated oil, traditionally alcohol-free, often in roll-on bottles. Specify concentration, IFRA compliance and allergens to declare. Alcohol perfumes are flammable and ship as dangerous goods under UN 1266.

Essential oils

Plant oils, steam distilled or cold pressed, sold by the kilogram. Specify botanical name, plant part, method and a GC-MS profile, the lab test that shows the oil's make-up. Many are flammable, and agarwood (oud) needs CITES papers.

Sanitary pads and diapers

A non-woven topsheet, a core of fluff pulp and superabsorbent polymer, and a PE backsheet. Specify size, absorbency, rewet, leakage and pack count; diapers are sized by baby weight. They are not cosmetics, and the US regulates pads as medical devices.

Formula and INCI list
A benchmark product or formula brief, with the full ingredient list in INCI names, so it can be checked against your market's banned and restricted lists.
Claims
Every claim on the pack, such as moisturising or herbal. Claims need evidence, and sun protection or medicinal claims can move a product into drug rules in some markets.
Formula ownership
Whether you supply the formula, adapt the maker's base or buy a stock product, and who owns the formula after the order.
Stability in heat
Stability at raised temperature, commonly 40 °C over several weeks, plus hot and cold cycling in the final pack, since heat and container transit test emulsions and fragrances.
Microbiology
Microbial limits to ISO 17516 and a preservative challenge test to ISO 11930 on the final formula, plus a certificate of analysis for each batch.
Pack compatibility
Tube, jar, bottle or pump tested with the formula for leaks, weight loss and discolouration, since some plastics react with oils.
Labels and durability
Language, INCI list, net content, batch, warnings and fragrance allergens above EU thresholds; a date of minimum durability for products lasting 30 months or less, otherwise a period-after-opening symbol.

Regulation (EC) 1223/2009
EU cosmetics law: an EU responsible person, a product information file, a safety report, notification before sale, and ingredient limits in its annexes.
ISO 22716
Good manufacturing practice for cosmetics. Ask whether the plant is certified or audited to it, with the date and the products covered.
ISO 11930 and ISO 17516
Evaluation of preservative protection (the challenge test) and microbiological limits for cosmetics. Ask for both on the final formula in its pack.
MoCRA
The US Modernization of Cosmetics Regulation Act of 2022, which requires facility registration and product listing with the FDA.
IFRA certificate
The fragrance supplier's certificate that the fragrance stays within the International Fragrance Association's limits for your product type.
CITES Appendix II
Agarwood trees (Aquilaria) are listed, so agarwood oil and chips need a CITES export permit. Check the rules for retail-packed attar with your own authority.

What moves the price of cosmetics and toiletries

  • Actives and fragrance: imported actives, essential oils and fragrance compounds set much of the formula cost.
  • Packaging: airless pumps, glass and printed tubes can cost more than the formula inside.
  • Tests and papers: stability and challenge tests, safety reports and market notifications add one-time cost.
  • Batch size: small private-label batches and each extra fragrance or size cost more per unit.
  • Hygiene materials and freight: pulp and superabsorbent prices follow world markets; alcohol perfume ships as dangerous goods.

Lead times and delivery

Typical ranges: samples of a standard formula in one to three weeks; private-label bulk usually four to eight weeks after sample and artwork approval, since printed packs are often imported or made to order. Questions buyers ask

What does a cosmetic need before sale in the EU?

A responsible person based in the EU, a product safety report, notification through the EU portal, a product information file and compliant labels. The maker supplies formula, stability, microbiology and GMP evidence, and the responsible person signs off. We check the maker can supply that file before quoting.

Why does coconut hair oil turn solid?

Pure coconut oil melts at about 24 °C, so it sets white and solid in cool weather or air-conditioned rooms and turns clear again when warm. That is normal, not spoilage. For cool markets, use a wide-neck bottle or a blend that stays liquid, and state which in the specification.

Is attar the same as perfume?

No. Attar is an oil-based fragrance with no alcohol, while most perfumes are fragrance oils diluted in alcohol. Alcohol sprays are flammable and ship as dangerous goods; oil attars often do not, but the flash point on the safety data sheet decides. Both need IFRA and allergen papers.

Can we launch our own brand with a maker in Bangladesh?

Yes. Makers produce private label: their formula or yours, in your pack and artwork. Trial batches and stability and challenge tests come before bulk. As brand owner you answer for label claims and market papers, and the quote states who owns the formula and leftover printed packs.

What is the minimum order for private-label cosmetics?

It depends on the pack. Stock formulas in stock packs can start at a few thousand units per product; custom formulas, printed tubes and moulded bottles need larger runs, because packs are bought in bulk from their makers. Roptan confirms the minimum and batch size in the quote.
