Mechanical engineers

Project managers

Engineers who run schedules, contractors, cost reports, quality and site coordination for construction, fit-out or plant projects. Choose one when several contractors share a site and nobody in-house can lead them; ask for projects of similar value.

What to tell an outsourcing engineer supplier in Bangladesh

Discipline and scope: State the discipline and the actual work, such as commissioning a 1,500 kVA generator or supervising a factory extension, with deliverables: test sheets, drawings, logs or progress reports.
Equipment and ratings: List equipment with key ratings: voltage and kVA, boiler pressure and steam output, chiller capacity in TR, or structure type and floor count.
Seniority and credentials: Give years of relevant experience, the independence expected (supervised support, lead engineer, or authority to sign tests), a B.Sc. or diploma, IEB membership grade and any licence the work requires.
Headcount, shifts and on-call: Say how many engineers, on which shifts, and whether night, weekend or on-call cover is needed. Continuous cover needs a rota, not one person, to stay within working hour limits.
Site and travel: Give the site, such as Dhaka, Gazipur, Chattogram or Sylhet, and say who pays travel, accommodation and meals away from the engineer's base.
Duration and notice: State the start date, expected length and notice period: days for a commissioning job, months for a project, open-ended for maintenance cover. Short jobs suit day rates; long roles suit a retainer.
Safety, tools and handover: State the permit-to-work, lockout and PPE rules on site, who supplies test instruments and software, and the reports, test sheets and handover file you expect at the end.

Laws, credentials and codes that apply

IEB membership: The Institution of Engineers, Bangladesh admits engineers as associate member, member or fellow. We check the membership number and grade against the CV.
Diploma in Engineering: The four-year diploma awarded through the Bangladesh Technical Education Board. Ask diploma engineers for the certificate.
Bangladesh Labour Act 2006 and Labour Rules 2015: Apply to the employment terms of supplied staff who fall within the Act. The provider carries the employer's duties; hours, leave and notice are written into the placement agreement.
BNBC 2020 and the Boiler Act: BNBC 2020 governs structural, building services and fire work in buildings. Boilers are registered and certified by the Office of the Chief Inspector of Boilers, whose steps engineers on boiler work should know.
Work permits for foreign engineers: An engineer brought from abroad for employment needs a work permit, issued by BIDA, or by BEPZA inside an export processing zone.
IEC 60364-6: Sets the verification tests for low voltage installations, such as continuity and insulation resistance. A sound basis for electrical commissioning records.

What moves the rate for an outsourced engineer

Seniority and specialist skills, such as protection testing or commissioning a particular plant; graduate engineers usually cost more than diploma engineers.
Rate model and duration: day rates for short commissioning jobs are higher than monthly rates on long placements.
Site location, travel, accommodation and remote site allowances.
Shift work, night cover, on-call duty and overtime.
Test instruments, software licences, calibration and professional cover supplied with the engineer.
The provider's management fee, replacement cover and any conversion fee for a later direct hire.

Lead times and delivery

Shortlisted CVs for common profiles usually arrive within a few working days, and the engineer starts 1 to 3 weeks after your interview. Specialists for commissioning or protection testing typically take 3 to 6 weeks, and engineers from abroad longer because of visas and work permits. Short assignments can carry a minimum number of days. Roptan confirms the start date and any minimum in the quote.

The engineer reports to your site manager on the start date with ID, safety gear and the agreed tools; your team runs the site induction. Timesheets are signed weekly, reports arrive on the schedule you set, and the provider invoices monthly or per job with a VAT invoice (Mushak 6.3). If you deduct VAT or tax at source, say so before the quote. Test sheets, as-built drawings and the handover file are checked against the scope at the end.

Questions buyers ask

Can I hire an engineer for a short commissioning job?

Yes. Tell us the systems, the tests, the records you need and the dates. Short jobs are usually priced per day or as a fixed fee, plus travel and accommodation outside Dhaka. The engineer hands over signed test sheets, and the scope states who witnesses the tests.

Should I hire a graduate engineer or a diploma engineer?

Hire a graduate engineer when the role makes design decisions, signs off work or leads other engineers. A diploma engineer is often the practical choice for supervision, maintenance and hands-on installation. Many sites pair one graduate engineer with diploma engineers; rates differ, so say which you need.

Do you check IEB membership and qualifications?

Yes. We check the degree or diploma certificate, the IEB membership number and grade, and any licence the job needs, and we call previous employers or clients. You interview two or three shortlisted engineers before anyone is placed, so the one you choose is the one who arrives.

Who is responsible for the engineer's work on site?

The scope decides, so write it down before work starts: who approves the work, who signs test reports and drawings, and whether the provider carries liability cover. The engineer works under your site management and permit-to-work system while the provider remains the employer.

What if the engineer leaves or does not fit the role?

Raise it early. Under the replacement policy, the provider offers another shortlisted engineer within an agreed number of days, and a written handover note from the engineer who leaves is part of the scope. If you later want the engineer on your payroll, agree the conversion terms at the start.

How soon will I hear back about outsourced engineers?
