Buying refined sugar in Bangladesh
Refined sugar is crystallised sucrose with the molasses film and most of the colour taken out. Drinks, dairy, bakery and pharmaceutical plants in Bangladesh buy it by the tonne; hotels buy cubes. The state mills under BSFIC made only about 46,000 tonnes in FY2023-24, so supply comes from private refiners working imported raw sugar, or from direct imports.
Food, dairy and pharmaceutical users imported about twice as much refined sugar directly in FY2025 as a year before. A refined sugar supplier in Bangladesh should treat both routes the same: Roptan checks the BSTI licence, reads the certificate for the lot and delivers what you approved.
How to specify refined sugar
- Polarisation
- State the minimum in degrees Z, a reading of sucrose purity. Codex and the EU directive both set 99.7 as the floor for white sugar; write that figure or your own.
- Colour
- Measured by the ICUMSA method at 420 nm; a lower number means whiter sugar. Give a maximum value, not a grade name.
- Invert sugar and moisture
- The EU limits for white sugar are 0.04 percent invert sugar and 0.06 percent loss on drying by weight; state yours if they differ.
- Sulphur dioxide
- Beverage and pharmaceutical plants can ask for the sulphite residue on the certificate; say so in the enquiry so the lab runs it.
- Form and pack
- Crystal, cube or liquid; bulk bags or retail packs. Give the pack weight and whose label the packs carry.
- Supply route
- Say whether you accept an imported lot or want stock from a local refiner. An imported lot usually needs a BSTI clearance certificate for that consignment.
BSTI standards and papers for refined sugar
- BDS 138:2006 with Amendment 1:2008
- BSTI's refined sugar standard, second revision. Refined sugar is item 3 on BSTI's mandatory certification mark list, so the maker, packer or importer needs a CM licence for it.
- BDS CXS 212:2022, Sugars
- BSTI's adoption of the Codex sugars standard, item 99 on the same mandatory list. Ask the seller which of the two standards its licence names for the lot you buy.
- EU Directive 2001/111/EC
- Defines semi-white, white and extra-white sugar with limits for polarisation, invert sugar, moisture and colour. Amended in 2013 with these definitions unchanged; a multinational plant may specify to it.
- BSTI clearance for imported lots
- Imported sugar under the mandatory scheme usually needs BSTI clearance per consignment, and the label names maker and importer with full addresses.
Lead times and delivery
There is no fixed lead time for refined sugar. Stock held by a local refiner avoids the import steps; an imported lot waits on shipping, port clearance and BSTI clearance for that consignment. Demand rises before Ramadan, so book early. Large tonnages, your own label, cube or liquid form add time. Roptan confirms the dates and any minimum quantity in the quote.
Roptan delivers refined sugar to plants, stores and kitchens across Bangladesh. Each bag or carton carries the lot number printed on the certificate, plus the BSTI mark where the pack needs it. You receive the certificate of analysis, a delivery note and a Mushak 6.3 VAT invoice. Bags travel covered, because damp sugar cakes.
Questions buyers ask
Is ICUMSA 45 the standard for refined sugar in Bangladesh?
It is a grade name the trade uses, not a test result. ICUMSA is the body whose method measures sugar colour. BSTI's refined sugar standard is BDS 138, so ask for a test report against it and write the maximum colour you accept into the order.
Should we buy from a local refiner or import refined sugar ourselves?
It turns on the duty gap and your volume. Direct imports by food, dairy and pharmaceutical users roughly doubled in FY2025 after the refined sugar duty was lowered. An import usually needs BSTI clearance per consignment; a local refiner sells under its own CM licence. Roptan can quote both side by side.
What polarisation should we ask for?
Codex and the EU directive both set at least 99.7 degrees Z for white sugar, and 99.5 for semi-white or plantation white sugar. Polarisation shows purity only, so set it with colour and moisture and ask for all three on each certificate.
Do you supply cube sugar for hotels?
Yes. Cube sugar has its own BSTI standard, BDS 369:2008. Tell us the cube size, loose or wrapped, and the carton count; we source from a seller who packs to that standard and check the label and lot number before delivery.
How soon will I hear back about sugar and salt?
Within 48 hours of a complete requirement, with a price and a delivery date. A requirement is complete when it has the quantity, where it is needed and by when.
Who do I deal with?
With Roptan, when Roptan manages the order: we buy from the verified seller and deliver to you. With the supplier directly, when you post on the requirement board and choose a quote yourself.
