Buying parboiled rice in Bangladesh
Parboiled rice is paddy soaked in water and heat-treated until its starch is fully gelatinised, then dried and milled. It usually breaks less in milling, cooks firmer and less sticky, resists weevils better, and the process moves thiamine from the bran into the grain. Bangladesh grows rice in three seasons, aman, aus and boro, and caterers, institutions and traders buy parboiled rice in bulk.
Rice export needs government permission and the rules have changed often since 2022, so a parboiled rice exporter in Bangladesh must check the position for each order. Roptan does that before quoting, sources from a verified mill, has the lot graded against the Codex terms for milled parboiled rice and tested for inorganic arsenic.
How to specify parboiled rice
- Process
- Variety, soak temperature and steaming time. In one study of four varieties, head rice yield, cooking time and hardness changed with both variety and steaming time.
- Head rice and brokens
- Codex defines brokens by fractions of the whole kernel's length and leaves the limit to you. State it, and the method, ISO 7301.
- Pecks and heat damage
- Pecks are parboiled kernels more than a quarter dark brown or black; Codex allows 2.0 per cent in milled parboiled rice, and heat-damaged kernels 6.0 per cent.
- Other defects
- For milled parboiled rice Codex allows damaged kernels 3.0 per cent, immature 2.0, red 4.0 and red-streaked 8.0 per cent. Write tighter limits if you need them.
- Moisture
- Codex allows up to 15 per cent and advises lower limits for long transport; trade contracts usually ask for 14 per cent or less.
- Soak water and arsenic
- Ask which water the mill soaks with, and test inorganic arsenic on the finished lot against your market's limit.
Standards and papers for parboiled rice
- Codex CXS 198-1995
- Defines parboiled rice and sets separate defect limits for milled parboiled rice, with grain analysis by ISO 7301 on samples from the lot.
- Regulation (EU) 2023/915
- EU maximum levels: inorganic arsenic 0.25 mg/kg in parboiled rice, 0.10 mg/kg in rice for infant food; cadmium 0.15 mg/kg in rice.
- Export permission and ERC
- Rice export runs through the Ministry of Commerce; the exporter also needs an Export Registration Certificate from the CCI&E.
- Phytosanitary certificate
- Issued for rice exports by the Plant Quarantine Wing. A fumigation certificate is usually needed only where the importing country asks.
Lead times and delivery
We give no standard lead time or minimum for parboiled rice. Lots from mill stock move faster than rice parboiled to your process. Export orders wait on government permission, lab results, the phytosanitary certificate and container space. Roptan confirms dates and the minimum in the quote.
Inside Bangladesh, Roptan delivers parboiled rice to caterers, institutions and traders with a weight list, lab reports and a VAT invoice (Mushak 6.3). Rice for sale at home is on the Mandatory Jute Packaging Act 2010 list, so bulk lots usually go in jute bags. Codex asks for clean, sturdy sacks, strongly sewn or sealed.
Buying parboiled rice for export
Whether parboiled and other non-aromatic rice can be exported changes with government policy, so Roptan checks the position for your tonnage before quoting and says plainly if it cannot ship. Where it can, we quote FOB Chattogram. In the UK and EU tariff, parboiled rice has its own sub-lines under husked (1006 20) and milled (1006 30) rice; your customs broker confirms the code.
Questions buyers ask
Can parboiled rice be exported from Bangladesh now?
It depends on the government's rule on the day you order. Rice exports were stopped in 2022 and all rice exports were banned on 17 October 2023, and the rules have changed since. Roptan checks the current position for your tonnage before quoting and tells you plainly if it cannot ship.
Does parboiling remove arsenic?
Do not assume it does. A review of rice processing found parboiled rice can be more prone to arsenic if contaminated water is used for soaking and cooking. Test inorganic arsenic on the finished lot; the EU limit for parboiled rice is 0.25 mg/kg.
Why is parboiled rice yellowish?
The modern hot-soak and steam method typically gives a yellowish grain. Colour also changes with the variety and steaming time, so agree a sealed reference sample for colour with the mill rather than describing it in words.
Can parboiled grains turn up in a raw rice order?
They can, and Codex counts parboiled kernels found in non-parboiled rice as heat-damaged. If you buy raw rice from a mill that also parboils, write 'no parboiled admixture' into the contract and check it in the grain report.
How soon will I hear back about rice and flour?
Within 48 hours of a complete requirement, with a price and a delivery date. A requirement is complete when it has the quantity, where it is needed and by when.
