Buying soft toys in Bangladesh
A soft toy is a sewn figure, most often an animal or a character, with a soft outer fabric and a flexible fill. Importers abroad buy plush under their own label; firms and shops in Dhaka and Chattogram order it as mascots, gifts and stock. With a soft toy manufacturer in Bangladesh, the youngest child who will hold the toy sets the tests.
Roptan takes the brief once and places it with a verified maker. We check that fabric, fill and features suit the age grade and that each lab report covers your plush in each colour. You approve a sample, we inspect the packed lot, and you deal only with us.
How to brief a soft toy manufacturer in Bangladesh
- Size and pose
- Height and width in cm with a front and side drawing, saying how each is measured.
- Outer fabric
- Name the fabric, its weight in gsm and the pile height, and ask for a swatch at the quoted weight.
- Fill
- Polyester or polypropylene fibre gives an even, washable handle; pellets or beans add weight. State fill type and weight per toy.
- Eyes, nose and trims
- Embroidered features for babies; fitted eyes, ribbons or bells only where the age grade and tests allow.
- Age group
- Name the youngest user. US use-and-abuse tests have three age groups: 18 months or less, over 18 to 36 months, and over 36 to 96 months.
- Marks on toy and pack
- A type, batch or model number and CE marking for the EU; permanent tracking marks on product and packaging for the US.
Safety rules and tests for soft toys
- EN 71-1 and EU toy law
- Mechanical tests on seams, features and small parts. Directive 2009/48/EC governs EU sales until Regulation (EU) 2025/2509 applies from 1 August 2030.
- 16 CFR 1501 and ASTM F963
- US rules name stuffed and plush animals for under-3s in the small parts list. ASTM F963 is mandatory for children's toys.
- Textile chemistry
- EU toy law caps formaldehyde and aniline from azo dyes in textile toy material at 30 mg/kg each, for under-3 toys now and for all toys from 1 August 2030. Ask for results per colour.
- OEKO-TEX Standard 100, class 1
- For babies and children up to 3, with tighter limit values than the other three classes. It covers the fabric, not the toy tests.
- BDS ISO 8124 in Bangladesh
- June 2026 Ministry of Industries notices, as reported, list ISO 8124 parts on flammability, migration of certain elements, phthalates and microbiological safety, plus the BSTI mark, for toys sold locally.
Lead times and delivery
A fresh character needs a pattern and usually more than one sample round; a new colour on an existing pattern moves faster. Tests per colourway and late changes to eyes or labels add time. Minimums usually run from a few hundred pieces to 1,000 or more per design, depending on the maker. Roptan confirms dates and the minimum in the quote.
Inside Bangladesh we deliver cartons to your store, office or event in Dhaka, Gazipur, Chattogram or elsewhere, with the lab reports and a VAT invoice (Mushak 6.3). Campaign plush can be packed by branch or recipient list.
Buying soft toys for export
For importers we quote FOB Chattogram (Chittagong), with invoice, packing list, bill of lading, certificate of origin and a REX statement for EU GSP. The EU importer checks the technical file and CE marking and keeps the declaration of conformity for 10 years. For the US, the Children's Product Certificate rests on tests at a CPSC-accepted lab.
Questions buyers ask
Can a soft toy for babies have fitted plastic eyes?
Only if the finished toy passes the use-and-abuse tests for its age group and nothing then fits the small parts cylinder. Embroidered eyes and noses avoid the question, since there is no part to detach. We settle it in the brief.
Does a soft toy have to be washable?
In the EU, yes, for toys meant for children under 36 months, unless the toy holds a mechanism that soaking would damage. It must stay safe after cleaning to the maker's instructions, so tell us the care method and the maker tries it on a sample.
Do mascot toys for adults need toy tests?
It depends on who they are for. US third-party tests apply to children's products, for ages 12 and under; the CPSC says a toy for a 13+ audience needs none. A mascot handed to families is likely to count as a toy.
What changes for plush sold in the EU from 2030?
From 1 August 2030 a digital product passport per toy model replaces the paper declaration of conformity, intentional use of PFAS is banned, and an electronic address joins the postal one. Toys lawfully on sale before then may stay.
How soon will I hear back about toys and games?
Within 48 hours of a complete requirement, with a price and a delivery date. A requirement is complete when it has the quantity, where it is needed and by when.
