Buying mobile devices in Bangladesh

Mobile devices here means smartphones and feature phones, and the chargers and casings made alongside them. Bangladesh assembles phones at scale, in plants in Gazipur and Narayanganj, bringing most of the important parts from abroad. Most legal handsets sold in the country are assembled locally. Buyers are distributors, retailers and companies buying phones in volume.

A phone that cannot join the network is worth little. When you need a mobile device manufacturer in Bangladesh, Roptan sources from verified assemblers, and from importers holding BTRC permission, checks that each IMEI is on record, reviews battery and charger reports, and delivers. You deal with Roptan only.

Kinds of mobile device

Smartphones

Touch-screen phones with an operating system and apps, a customs class of their own. Choose them for staff, retail and resale; state memory, storage, battery and software.

Feature phones

Basic handsets for calls and text, classed apart from smartphones. Choose them where calls and text are enough, and check the IMEI of every one.

Tablets

We found no sign of tablets made here in volume, so tablets are usually sourced as imports. Choose them when a larger screen matters, and check the importer's BTRC permission where the tablet takes a SIM.

Chargers and casings

Parts that many local phone makers also produce. Choose them for replacement stock or to match handsets you already sell; ask for the charger's safety report.

How to brief a mobile device manufacturer in Bangladesh

Type and bands
Smartphone or feature phone, single or dual SIM, and the network bands your operators use. For a phone sold abroad, the bands of that market.
Memory and storage
RAM and storage in GB, named by part where you can. Memory prices move with the market, so the spec and the quote date go together.
Battery
Capacity, cell type and the safety reports behind the cell: IEC 62133-2 and the UN 38.3 test summary.
Charger
Output rating, connector and the IEC 62368-1 safety report for that charger model, to the current edition.
Software and language
Operating system version, language support including Bangla, preloaded apps and how updates will be handled.
IMEI records
Ask for each unit's IMEI list with the delivery, matched to the boxes, so registration can be checked before the phones are sold.

Approvals, standards and registration

NEIR and IMEI registration
The National Equipment Identity Register records each handset's 15-digit IMEI. It started on 1 January 2026, reportedly without blocking; BTRC plans to block illegal handsets from 1 January 2027.
BTRC permission for the importer
Imported radio equipment, phones included, usually needs a BTRC importer and vendor enlistment certificate and a No Objection Certificate before each shipment.
IEC 62133-2 and UN 38.3
Safety of portable lithium cells and batteries, and the transport tests every lithium battery must pass. Ask for the report and the test summary for the exact cell.
IEC 62368-1
Safety of audio, video and ICT equipment up to 600 V. Edition 4.0 of 26 May 2023 replaced the 2018 edition, so ask which edition a report was made to.
SAR reports
Limits differ by market: usually 1.6 W/kg over 1 g in the US and 2 W/kg over 10 g in the EU. The report must cover the final model and its bands.

What moves the price of a mobile device

  • Memory: DRAM and flash costs rose in the shortage that began in 2025, which hit phone makers in particular.
  • Imported parts: most of the important parts come from abroad, so their cost and freight move the price.
  • Approvals per market: SAR, radio and battery reports are needed for each model and market where it is sold.
  • Shipping by air: phones travel as lithium batteries in equipment, UN 3481, with dangerous goods handling.

Lead times and delivery

We give no figure here: we found no reliable range for handset orders in Bangladesh. Time grows with memory and kit availability, a new model or software build, and reports for a new market. Stock models already registered move faster than a new build. Roptan confirms the dates and any minimum in the quote.

We deliver to your warehouse or stores in Bangladesh with the IMEI list matched to the cartons, so you can check registration before sale. You receive the battery and charger reports, a copy of the importer's BTRC permission where the phones were imported, the warranty terms and a VAT invoice (Mushak 6.3).

What we check for this order

  • Every IMEI on recordWe check that the IMEIs we deliver are unique and registered; trials of NEIR found hundreds of feature phones sharing identical IMEIs.
  • Importer's BTRC permissionFor imported devices, we check the importer's enlistment certificate and the No Objection Certificate for that shipment.
  • Battery reports for the cellWe match the IEC 62133-2 report and UN 38.3 test summary to the cell inside the phone, not to a different one.
  • Charger report for the modelWe ask for the IEC 62368-1 report that names the exact charger model and rating supplied, and match it to the charger in the box.

Questions buyers ask

Are mobile phones made in Bangladesh or only assembled?

Mainly assembled. Local plants build phones by bringing most of the important parts from abroad, though some makers now produce chargers, casings and other parts. Most legal handsets sold in Bangladesh are assembled here. We found no local chip or display production.

What does NEIR mean for a phone I buy?

NEIR records each handset's IMEI. It started on 1 January 2026, reportedly without its blocking feature, and BTRC plans to block illegal handsets brought in from 1 January 2027. Phones active on the networks are registered automatically. For a new order, each unit's IMEI should be on record, so we check the list before delivery.

Do phones need a BSTI licence?

Usually not. Mobile phones and tablets are not on BSTI's mandatory certification list of 3 June 2025. The controls for handsets are BTRC permission for the importer and NEIR registration. The list can change, so we check it at quote time.

Can I import phones assembled in Bangladesh?

Possibly, but exports are at an early stage: one Gazipur maker announced its first smartphone shipment to a US brand, as original equipment maker, in 2020. You need approvals for your market, such as the EU Radio Equipment Directive 2014/53/EU and a SAR report, and the phones ship under UN 3481.

How soon will I hear back about electronic components?

Within 48 hours of a complete requirement, with a price and a delivery date. A requirement is complete when it has the quantity, where it is needed and by when.

Who do I deal with?
