Buying heavy melting scrap in Bangladesh

Heavy melting scrap, or HMS, is obsolete iron and steel scrap with a minimum thickness and a maximum piece size, so it loads densely and goes straight into a furnace. In Bangladesh most of it comes from ship recycling at Sitakunda, and the home re-rolling mills usually take most of it.

Two lots that look alike in a photo can differ in thickness, coating and hidden contents. If you need a heavy melting scrap exporter in Bangladesh who works from your grade sheet, Roptan sources from verified yards, has the lot sorted to your codes and surveys it for radiation.

Kinds of heavy melting scrap

HMS 1, codes 200 to 202

Wrought iron and steel typically 6.35 mm (1/4 inch) thick and over, never galvanised or blackened. Code 200 typically allows pieces up to 1,524 by 610 mm; 201 and 202 are smaller.

HMS 2, codes 203 to 206

Black and galvanised steel typically 3.175 mm (1/8 inch) and over; 205 and 206 may include automotive scrap except thin gauge. Choose it when your melt accepts zinc coating.

HMS 1 and 2 blends

Usually traded as 80:20, the higher HMS 1 share, or as 70:30 and 60:40 mixes. State the ratio by weight and how it is checked at loading.

Ship scrap

Plate and sections cut from end-of-life ships, which US trade notes place in the HMS 1 family. Choose it for heavy section, and ask which yard cut it.

Grades that are not HMS

Bundles, shredded scrap, turnings and cast iron carry their own ISRI codes and prices. Name the code if you want one of them instead.

What to send a heavy melting scrap exporter in Bangladesh

Grade and codes
Name HMS 1, HMS 2 or the blend with the ISRI codes; contracts may also say ReMA, the association's name since 2024. The code settles thickness and coating.
Piece size and density
State the largest piece and thinnest section your charging box accepts. HMS 1 is typically at least 0.7 tonnes per cubic metre.
Blend check
Say how the ratio is proved: sorted piles weighed apart, or an inspector's count at loading. Otherwise the ratio is open to dispute.
What is refused
List oil, sealed tanks and cylinders, non-metallic material and coatings beyond the grade. Contamination can cost clean steel scrap its non-hazardous Basel status.
Turnings and borings
Keep them out of an HMS order or buy them as a separate grade. Ferrous turnings liable to self-heating are dangerous goods, UN 2793, class 4.2.

Grade codes, export law and safety papers

ISRI (now ReMA) scrap specifications
The grade reference most HMS contracts cite. US Schedule B notes map HMS 1 to codes 200 to 202 and HMS 2 to 203 to 206.
Export Policy 2024-27
The Ministry of Commerce policy, in force to 30 June 2027, lists HMS as neither prohibited nor conditional. The Customs Act 2023 still lets the Government restrict goods by gazette notice.
Radiation survey
Bangladesh prohibits the export of radioactive material, so surveying each lot is a legal control, not only a buyer's demand. Mills abroad often screen arrivals too.
Basel Convention entry B1010
Iron and steel scrap in metallic, non-dispersible form is on the non-hazardous list, so clean HMS needs no Basel consent. Hazardous contents can change that for one lot.

What moves the price of heavy melting scrap

  • Grade and blend: a higher HMS 1 share usually earns more than HMS 2 or a 60:40 mix.
  • Contamination and oversize pieces, which mean more sorting and cutting before the lot can load.
  • Ship supply: how many end-of-life ships reach Bangladeshi yards, and what yards abroad bid for them.
  • Home demand: when the re-rolling mills buy strongly, less HMS is left to offer abroad.

Lead times and delivery

No reliable typical figure exists for HMS. The date depends on whether a yard holds sorted stock in your codes, how much cutting your piece size needs, how soon the radiation survey can be booked, and container space at Chattogram. Roptan confirms the loading date and any minimum tonnage in the quote.

Mills and foundries in Bangladesh can buy HMS through Roptan too. We deliver by truck to your plant, weighed at loading and on arrival, with photos of the sort, the radiation reading, weighbridge slips and a VAT invoice (Mushak 6.3).

Buying heavy melting scrap for export

Export buyers receive FOB Chattogram quotes, or CFR on request. The seller holds an Export Registration Certificate, and each container is photographed and weighed before sealing. Papers usually include the invoice, a weight list with seal numbers, the bill of lading, a certificate of origin and the radiation report.

What we check for this order

  • Export status at quoteWe check the Export Policy annexes and recent gazette notices for any new restriction on ferrous scrap before we quote.
  • Sort against your codesWe have the lot sorted to the agreed codes, with thickness checks and photos of each pile.
  • Radiation on every containerEach container is surveyed before sealing. An alarm stops the lot until someone who can identify the source has examined it.
  • Closed items and turningsWe look for sealed tanks, cylinders and mixed-in turnings, which the grade excludes, and have them removed.

Questions buyers ask

Can heavy melting scrap be exported from Bangladesh?

Yes, as the rules stand. HMS is on neither the prohibited nor the conditional list of the Export Policy 2024-27. The Government can still restrict goods by gazette notice, so Roptan checks for any later restriction each time we quote.

Why is so little HMS offered for export?

Because the home market usually takes it first. Ship recycling typically supplies most of the raw material of Bangladesh's re-rolling mills, so plain HMS export is a small trade. Send your grade and tonnage early, and we tell you plainly what is on offer.

What does 80:20 mean on an HMS offer?

The share by weight of HMS 1 and HMS 2 in the lot: 80 per cent HMS 1, 20 per cent HMS 2. It is the higher of the usual blends; 70:30 and 60:40 carry more of the thinner, coated HMS 2.

What should I ask about scrap from ship recycling?

Which yard cut it and how it was cleaned, since ship steel can carry asbestos and other hazardous materials. Bangladesh ratified the Hong Kong Convention on ship recycling in 2023, so ask whether the yard holds a statement of compliance.

How soon will I hear back about metal scrap?

Within 48 hours of a complete requirement, with a price and a delivery date. A requirement is complete when it has the quantity, where it is needed and by when.

Who do I deal with?
