Buying wooden pallets in Bangladesh

A wooden pallet is a flat platform for moving goods by forklift or pallet truck, built as a stringer pallet lifted from two sides or a block pallet lifted from all four. EPB records almost no exports under HS 4415, the heading for wooden pallets, crates and cases, so pallets made in Bangladesh mostly leave the country as packing under other goods.

So a wooden pallet exporter in Bangladesh is, in practice, a supplier to exporters. Kinds of wooden pallet

Stringer pallets

Boards fixed to long stringers, often softwood and lifted from two sides. They are usually the cheaper kind and often treated as one-way. Choose them for one-trip export loads.

Block pallets

Deck boards on blocks, lifted from all four sides; hardwood block pallets are the costlier, returnable kind. Choose them for repeated handling, storage and exchange.

800 x 1200 mm nine-block pallets

The European footprint, built to EN 13698-1:2003 as a double-deck, non-reversible, four-way entry, nine-block pallet. Choose it for goods bound for Europe.

1000 x 1200 mm pallets

Built to EN 13698-2:2009 with skid and perimeter bases; the 2003 edition is withdrawn. The size is used in Europe and Asia.

Repaired and remanufactured pallets

A repaired pallet has up to about a third of its parts replaced; beyond that it is remanufactured and old marks must be removed. Choose them only with treated, marked new parts.

How to specify a wooden pallet

Footprint: ISO 6780 lists the intercontinental sizes, among them 800 x 1200, 1000 x 1200, 1100 x 1100 and 1016 x 1219 mm. Choose by destination and container fit.
Load ratings: Static, dynamic and racking loads in kg for your own goods. A rating quoted for another size or market does not transfer.
Stacking and racking: Say whether the pallets will be racked or stacked. EN 13382 notes pallets are intended for stacking up to 4-high in store and 2-high in transit, subject to ISO 8611 tests.
Build: Single or double deck, two-way or four-way entry, reversible or not, and the number and size of boards and blocks.
Wood and fasteners: Recycled, hardwood, softwood or kiln-dried timber, and nails or staples, chosen for the use: general, food, chemical or export.
Proof of load: A test to ASTM D1185 or ISO 8611 when your buyer needs the load rating proved.

ISPM 15 and pallet standards

ISPM 15 heat treatment: Code HT: at least 56 °C for 30 continuous minutes through the whole profile of the wood, core included, on a schedule the national plant protection organisation approves.
ISPM 15 mark: The symbol, the ISO country code, a producer or treatment-provider code from the NPPO, and the treatment code. Not hand drawn, durable, visible in use, preferably on two opposite sides.
ISPM 15 debarking: Pallet wood must be debarked. Small pieces of bark may remain only if under 3 cm wide, or, if wider, under 50 cm² each.
Plant Quarantine Wing, DAE: Bangladesh's NPPO, in the Department of Agricultural Extension. Treatment providers are approved through it, so ask the seller for its producer code and treatment record.
EN 13382:2001: Principal dimensions and tolerances for new single-deck and double-deck non-reversible flat pallets of all entry types.

What moves the price of a wooden pallet

Timber: hardwood or softwood, and kiln-dried or not.
New or recycled wood, and new, repaired or remanufactured pallets.
Size and build: the number and size of boards and blocks.
Load rating: a higher static, dynamic or racking load needs more or heavier timber.
Treatment, marking, fasteners and the quantity ordered.

Lead times and delivery

No fixed lead time applies. Heat treatment has to hold the core of every piece at 56 °C for 30 continuous minutes, so thick or wet timber usually needs a longer chamber cycle. A size outside the usual footprints, a load test or a large order adds time. Roptan confirms the dates and the minimum quantity in the quote.

Questions buyers ask

Do pallets under my export cargo fall under the EU Deforestation Regulation?

Usually not. Annex I lists HS 4415 pallets but leaves out packing material used only to support, protect or carry another product. A pallet that only carries your goods is outside that listing; a pallet sold as the product itself may be inside it.

Are plywood or particle board pallets exempt from ISPM 15?

Yes, if made wholly of processed wood such as plywood, particle board or OSB, or of thin wood 6 mm or less. A pallet that mixes solid wood with processed parts is judged as a whole, so its solid wood still needs treatment and the mark.

Should pallets be heat treated or fumigated?

Heat treatment is the usual route. ISPM 15 still permits methyl bromide, but the standard notes it depletes the ozone layer and points to an IPPC recommendation to replace or reduce its use. Ask the seller which treatment it applies.

Can repaired pallets go under export cargo?

Yes, if the repair is done to ISPM 15. Repair wood must be treated and each added part marked; once more than about a third of the parts are replaced, the pallet counts as remanufactured, and old marks must be removed before it is marked again.

How soon will I hear back about charcoal and wood products?

Within 48 hours of a complete requirement, with a price and a delivery date. A requirement is complete when it has the quantity, where it is needed and by when.
