Buying toffee in Bangladesh

Toffee is sugar or molasses cooked with butter or other fat, and sometimes flour, until it caramelises; nuts or raisins are sometimes added. It is a non-crystalline candy that can be chewy or hard. Distributors, shops and own-label brands in Bangladesh buy it wrapped singly in bags and jars, and importers buy it for resale.

The trade name covers very different sweets, so a toffee manufacturer in Bangladesh needs a written specification, not just the word. Roptan sources from verified plants, states texture, sugar type, milk and fat in the order, checks the BSTI licence and allergen papers, tests a sample after warm storage and inspects the bulk.

Kinds of toffee

Chewy toffee

Cooked to a lower temperature, so it stays soft and chewy. Choose it for wrapped sweets in bags and jars; it is the kind most exposed to humid air, so the wrap matters as much as the recipe.

Hard toffee

Cooked to the hard crack stage, about 149 to 154 °C, and set brittle, as in American English toffee, which is very buttery and often has almonds. Choose it for slabs and pieces that snap.

Toffee with nuts or fruit

Chewy or hard toffee with nuts or raisins mixed in. Choose it for a richer piece, and expect allergen labelling and a check of other lines made on the same plant.

How to specify toffee

Texture and cooking stage
Chewy or hard, with the cooking temperature the plant uses. Higher temperatures and more sugar give harder, more brittle toffee; lower temperatures give softer toffee.
Sugar type
Molasses or brown sugar, as toffee and butterscotch usually use, or white sugar, as caramel uses. State it, so one trade name does not cover two sweets.
Milk and fat
Butter, milk powder or other fat, with the share of each. These set taste and texture, and milk makes the toffee an allergen product.
Moisture and glucose
The moisture target and the glucose to sugar ratio. A toffee that turns grainy has started to crystallise, which is a defect.
Piece weight and count
Grams per piece with a tolerance, the form (wrapped piece, cut square or slab), count per bag or jar and packs per carton, so every plant quotes the same thing.
Wrap and pack
Single wraps in a barrier film, sealed bags or jars and strong cartons, with the full label on the outer pack since one sweet is too small.

Standards and papers for toffee

BDS 1000 (BSTI)
Toffees are on BSTI's mandatory certification list under BDS 1000:2001; the standard appears as Soft Candy in a later BSTI reference. Ask for the licence and a report against the current edition.
BDS 1000 test methods
BSTI's draft hard candy text takes its moisture and ash methods and its sampling (Annex H) from BDS 1000, so ask for a lab that runs these methods.
Regulation (EU) No 1169/2011
EU food labels: milk, soya, peanuts and tree nuts declared as allergens, storage conditions shown where needed, and a minimum letter height.
Bangladesh labelling
Packaged food labels follow the Safe Food (Packaged Food Labeling) Regulations 2017 and the Commodities Packaging Rules 2021, as amended in 2025.

What moves the price of toffee

  • Milk and fat: the fat type and milk-solids content are recipe levers, and global dairy prices were reported to have risen sharply in 2025.
  • Sugar and glucose syrup, with import duties on sugar passing into the cost.
  • Nuts and fruit: mix-ins add material cost and allergen controls.
  • Wrap and piece weight: every piece needs its own wrap, and printed film costs more than plain.

Lead times and delivery

Lead time is usually shorter for a standard toffee in the plant's own wrap, and longer for private label, where a new texture or recipe, allergen checks, printed film and lab tests come before bulk. Roptan confirms the dates and the minimum order in the quote.

Inside Bangladesh we deliver by the carton, bag or jar, with batch codes, the BSTI licence copy, lab reports where ordered and a VAT invoice (Mushak 6.3). Soft toffee deforms in heat, so store cartons cool and dry; if pieces arrive misshapen or stuck to their wraps, we take it up with the seller.

Buying toffee for export

For importers we quote FOB Chattogram (Chittagong); toffee ships under HS 170490 with other sugar confectionery. For the EU, the outer bag or carton must carry the allergen declaration and any storage line, since a single twist-wrapped piece is too small for the full label.

What we check for this order

  • Licence and editionWe check the plant's BSTI licence covers toffee and that its report names the current BDS 1000 edition.
  • Warm storage sampleWe check a wrapped sample after warm, humid storage for deformation, stickiness and graining, with photographs of the shape.
  • Allergen declarationWe check milk, nuts and soya on the label against the recipe and the plant's allergen map for shared lines.
  • Lab report and referenceWe check moisture, ash and metals in the report, and colour, taste and texture against the signed reference sample.

Questions buyers ask

Is toffee the same as caramel?

No. Caramel is sometimes sold as toffee, but toffee and butterscotch usually use molasses or brown sugar while caramel uses white sugar, and they are cooked to different temperatures. Ask the plant for sugar type, cooking temperature and milk content, so the sample matches what you expect.

Which Bangladesh standard covers toffee?

BDS 1000 from BSTI. Toffees appear on BSTI's mandatory certification list as BDS 1000:2001, and a later BSTI document refers to BDS 1000 as Soft Candy. We could not find its limits published, so ask for the plant's licence and a test report naming the edition.

Why does toffee go soft or grainy in storage?

Soft candy in damp storage goes stale sooner, and toffee is soft. It can take up water, lose its shape and stick to the wrap; grain means sugar has started to crystallise. Ask for barrier wraps and sealed outer packs, and a warm storage test before bulk.

Does toffee need allergen labelling?

Usually yes. Toffee is cooked with butter or milk solids in most recipes, and many contain nuts or soya lecithin. In the EU these must be declared, and a plant making nut toffee should state how it controls cross-contact on plain lines.

How soon will I hear back about confectionery and chocolate?

Within 48 hours of a complete requirement, with a price and a delivery date. A requirement is complete when it has the quantity, where it is needed and by when.
