Buying municipal treatment in Bangladesh
Municipal treatment is the equipment that turns a town's sewage into water fit for a river: screens and grit removal, primary settling, a biological stage and, where needed, a polishing stage. Buyers are utilities, town authorities, housing estates and their contractors. Dhaka WASA's Dasherkandi plant, rated at 500 MLD, opened in July 2023.
A municipal treatment supplier in Bangladesh has to match the tender line by line. We take your specification to verified sellers, ask each for the same design data and flag every deviation. The seller installs and commissions the equipment; Roptan does not build or operate the plant.
How to brief a municipal treatment supplier in Bangladesh
- Population and loading
- State the population equivalent and the loading behind it. A common convention is 60 g BOD and 200 litres per person per day; local figures can differ.
- Dry and wet weather flow
- Combined sewers bring stormwater to the plant, so give the monsoon peak as well as dry weather flow, and size screens, pumps and clarifiers for it.
- Effluent target
- Name ECR 2023 Schedule 3 for treated sewage and any stricter clearance condition. The gazette lists BOD5 at 30 mg/L to surface water, with chlorination before final discharge.
- Stages in scope
- Say which stages the package covers, from screens to sludge, and its interfaces with the stages before and after it.
- Nutrients and power
- Nutrient removal needs more energy than a plant that stops at secondary treatment. State the nitrogen or phosphorus target and the supply at 50 Hz, three phase.
Rules and standards for a municipal plant
- ECR 2023 Rule 33 and Schedule 12
- The Department of Environment's clearance committee approves construction on a file with a 1:200 layout, a hydraulic flow diagram and calculations signed by a qualified person.
- EN 12255 series
- The current European plant series: Part 1:2024 general principles, Part 6:2023 activated sludge, Part 10:2023 safety. A tender citing 2001 or 2002 editions is out of date.
- Public Procurement Act 2006
- Public plants are bought under the act as amended and the current Public Procurement Rules, which took effect on 28 September 2025 and make e-GP mandatory.
- ISO 9906:2012
- Ask for factory acceptance tests of the inlet and sludge pumps to this standard, with the grade stated; the 1999 edition is withdrawn.
- Sampling and lab methods
- Sample to ISO 5667-10:2020, test BOD to ISO 5815-1:2019 and suspended solids to EN 872:2005. ISO 6060 for COD was withdrawn in 2023, so name a current method.
Lead times and delivery
There is no fixed figure for municipal equipment. Time depends on drawing approval, whether the package is built to order or from a seller's standard range, factory tests, sea freight and customs, and whether the civil works are ready. Delivery is usually staged to the civil programme, and Roptan confirms dates and any minimum in the quote.
We deliver to site anywhere in Bangladesh, with large items lifted by crane. The seller installs, tests and commissions each package and trains the operators, since Schedule 12 expects suitably qualified staff. Handover includes drawings, O&M manuals, pump test certificates, the performance run report, warranties and a VAT invoice (Mushak 6.3).
Questions buyers ask
Can Roptan build or run our town's treatment plant?
No. Roptan sources plant equipment and process packages from verified sellers and delivers them to site. Civil works and operation stay with your contractor or operator, and the seller installs and commissions what it supplies.
Does an SBR need a separate clarifier?
No. An SBR settles and decants in the tank it aerates. With two or more tanks the plant keeps treating while one tank settles. You still need screening and grit removal ahead of it and a sludge line after it.
What discharge limit should the plant be designed for?
Start with Schedule 3 of the Environment Conservation Rules 2023; the gazette lists BOD5 at 30 mg/L and COD at 125 mg/L to surface water. Add any stricter condition in the Department of Environment approval or the lender's terms, and write the final values into the guarantee.
Why compare offers on the EN 12255-11 data list?
Sellers quote on different assumptions about flow, load and temperature. EN 12255-11 lists the general data a plant design must state, so when every seller fills it in against your tender, gaps and optimistic assumptions show before you choose.
How soon will I hear back about wastewater treatment plant?
Within 48 hours of a complete requirement, with a price and a delivery date. A requirement is complete when it has the capacity, where it is needed and by when.
Who do I deal with?
With Roptan, when Roptan manages the order: we buy from the verified seller and deliver to you. With the supplier directly, when you post on the requirement board and choose a quote yourself.
