Buying garment rags in Bangladesh

Garment rags are wiping and polishing cloths cut from new garment cuttings, commonly cotton T-shirt fabric, chosen for wipers because cotton fibre is naturally absorbent. Industries from automotive to mining use them. A 2025 trade report found shipyards and industrial units around Chattogram and Noakhali making wiping rags too, so rags are made near the port as well as near Dhaka.

Rags that have wiped oil are a different and regulated cargo, so a garment rag exporter in Bangladesh should ship only new, unused cloth. Roptan sources from verified sellers, writes cotton share, colour, size and trims into the order, checks each lot and delivers or exports it. You deal only with Roptan.

Kinds of garment rag

White knit rags

White cotton T-shirt and hosiery fabric cut to size. The usual wiping choice, since cotton T-shirt fabric absorbs well; order white where your use calls for it.

Mixed-colour knit rags

Coloured cotton knit cuttings cut to size, with colours mixed. Choose them for general wiping where colour does not matter, and still set the cotton share.

Woven cotton rags

Rags cut from woven cotton cuttings, the trade's second jhut stream beside knit. Order them separately from knit rags, with the cotton share and colour stated.

Unsorted rag lots

Rags in mixed colours and fabrics, exported under the 'other' sub-heading rather than as sorted. Choose them only for rough use, or if you sort on arrival.

How to brief a garment rag exporter in Bangladesh

Cotton share
The minimum cotton share by weight, tested for blends. Wiping rags are cotton for absorbency, so state how much non-cotton fibre you will accept.
Knit or woven
Hosiery (knit) rags, woven cloth rags, or a mix, each as its own sort in the order.
Colour
White only, light colours or mixed colours, with a reference bag for each sort.
Size range
A minimum and maximum piece size. Rag sizes usually follow no trade standard, so the range has to be written into the order.
Hard trims
No buttons, zips, elastic fasteners, hangers or plastic. They come out of factory waste and are resold separately, so none should reach your bales.
New and oil-free
State 'new, unused, oil-free'. Cloth that has wiped oil is oily cotton waste, a dangerous-goods entry, not ordinary textile waste.

Codes and rules for garment rags

UN 1364
Cotton waste, oily: listed by the UN as class 4.2 dangerous goods, liable to spontaneous combustion. New rags fall outside it; oil-soiled rags do not.
Basel Convention, entry B3030
Lists cotton waste and used rags, sorted or other, as textile wastes not covered as hazardous waste, provided they are not mixed with other wastes and are prepared to a specification.
ISO 1833-11
Measures the cotton share of a cotton-polyester mix by chemical analysis, for lots sold on a minimum cotton content.

What moves the price of garment rags

  • Cotton share: pure cotton rags usually sell above blends, since cotton is what absorbs.
  • Colour: white rags usually sell above mixed colours.
  • Knit or woven: knit waste usually commands more than woven.
  • Piece size and colour, on which factory waste is usually priced by the sack.
  • Any minimum export value in force for cut waste; Roptan confirms it before quoting.

Lead times and delivery

Rags are cut from factory cuttings, and mixed rags are usually quicker to gather than white-only or single-size lots, which must be cut and sorted until they fill your load. Trims removal and oil checks on opened bales add time before loading. There is no standard time: Roptan's quote states the dates and any minimum.

Cuttings for rags are gathered in the trading clusters around Mirpur, Tongi, Gazipur, Savar and Narayanganj, and rag making is also reported near Chattogram. Inside Bangladesh we deliver bales to your workshop, shipyard or plant with a packing list by sort and a VAT invoice (Mushak 6.3), kept dry and away from oil until handover.

Buying garment rags for export

We quote FOB Chattogram (Chittagong). The Export Policy 2024-27 names no textile waste as prohibited or conditional, but the government may restrict an export for a period, so Roptan re-checks each contract and any minimum export value in force before quoting. Shipping papers are usually the commercial invoice, packing list, bill of lading and certificate of origin; your import permits apply on top.

What we check for this order

  • Oil-free and dryOpened bales checked for oil and damp, since oily or wet cotton can self-heat and must not travel as ordinary cargo.
  • Trims strippedButtons, zips, fasteners and plastic counted on opened bales against the written limit.
  • Cotton share testedSamples from each lot tested for cotton share, since mixing other fibres into cotton waste between collector and trader is reported to be common.
  • Size and colour sortPieces measured and colours checked against the size range and reference bag in the order.

Questions buyers ask

Are your garment rags new or used?

New. We source rags cut from new garment cuttings, not worn clothing. The cloth has not wiped oil, so it ships as ordinary textile waste rather than oily cotton waste, which is dangerous goods, and its cotton share can be tested against your order.

Which tariff line do garment rags use?

Heading 6310, 'used or new rags', with 'sorted' at 6310.10 and 'other' at 6310.90. The heading covers new as well as used rags but does not define 'sorted', so agree the sort with your customs broker before booking.

Can rags be cut to our size?

Yes. Write the size range into the order as a minimum and maximum, and the pieces are cut and checked against it. Tighter ranges and single-size lots usually take longer to gather than a mixed size lot.

Does it matter if rags come from a bonded garment factory?

It can. Under section 117 of the Customs Act 2023, waste from manufacture in a bonded warehouse must be destroyed, or duty paid on it, so such waste usually has customs treatment behind it. We ask the seller how each lot left the factory and keep that record with the order.

How soon will I hear back about textile waste and rags?

Within 48 hours of a complete requirement, with a price and a delivery date. A requirement is complete when it has the quantity, where it is needed and by when.

Who do I deal with?

With Roptan, when Roptan manages the order: we buy from the verified seller and deliver to you. With the supplier directly, when you post on the requirement board and choose a quote yourself.
